It has been cut out and colored to give it a three-dimensional look.
A friend of mine who is a surf artist apparently makes this kind of art for a living.

This board says,
The blanks (forms) are recycled and reused.
Using GREEN form, Mayhem doesn't use machines or scales,
The board was made by sawing, planing and filing the outline in my head.
The size is not listed, and the person himself has to scale it.
This is a mysterious board that Mayhem, the number one shaper in the United States, said he doesn't understand.
